Destroying the cloak reduces them back to a spirit, but it does not kill them permanently. The nazgul are naturally just spirits that cannot touch the physical world, so they clad themselves in cloaks and armor so they can speak with mortals and touch them. Reason fire is dangerous to the nazgul is because it can damage their cloaks.
